Ricardo Henriques authors chapter on online safety regulation in Portugal in Online Safety Regulation
Ricardo Henriques has authored the Portugal chapter in the 2026 edition of Online Safety Regulation, published by Lexology, in which he analyses the national legal framework governing online safety.
In the article, the lawyer highlights the impact of the Digital Services Act (DSA) as the cornerstone of the new regulatory model, emphasising the enhanced obligations imposed on digital platforms, particularly very large online platforms. Key topics addressed include notice-and-takedown mechanisms for illegal content, transparency requirements, the mitigation of systemic risks and the protection of minors in the digital environment.
The text also examines the national supervisory model, with reference to the role of ANACOM as the authority responsible for enforcing the regime, as well as the applicable sanctions framework in cases of non-compliance.
