Mafalda Teixeira de Abreu analyses the challenges of investing in major infrastructure in Portugal

Mafalda Teixeira de Abreu has authored an opinion article published in ECO, entitled “Capital is Impatient. Is the State Ready?”.

In the article, the lawyer analyses the particularly significant moment Portugal is currently experiencing in the infrastructure sector, marked by the combination of European funds, long-term strategic decisions and growing interest from international investors. The projects highlighted include the Lisbon-Porto High-Speed Rail line, the new Lisbon airport, the expansion of the Port of Sines and investment in data centres.

She also underlines that this agenda represents a historic opportunity for the country, while warning of the challenges associated with execution capacity, lengthy licensing procedures, regulatory stability and the need for public procurement reforms.

For Mafalda Teixeira de Abreu, Portugal has shown its ability to attract landmark projects, but the real challenge now lies in delivering with speed, predictability and institutional robustness.
