José Eduardo Martins moderates discussion on enforcement at the 8th National Urban Cleaning Meeting
José Eduardo Martins, Partner at Abreu Advogados, will take part in the 8th National Urban Cleaning Meeting (ENLU) on 8 September, where he will moderate the roundtable “Enforcement, the elephant in the room”.
The session will begin at 10:00 am and will bring together Ana Raimundo, Chair of the Board of Associação Limpeza Urbana – Parceria para Cidades + Inteligentes e Sustentáveis (ALU), Alexandre Barros da Cunha, Chairman of the Board of Directors of Vitrus Ambiente, Paulo Caldas, an Urban Security specialist, and Sílvia Breu, Councillor at Oeiras City Council.
Over the course of 45 minutes, the panel will discuss the role of enforcement in urban cleaning, encouraging reflection on the challenges faced by municipalities and the different stakeholders involved in the management of public spaces.
“Enforcement is an essential component of any effective urban cleaning policy. Rather than focusing solely on rules and control mechanisms, it is important to understand how we can create models that foster greater accountability among all stakeholders and make an effective contribution to cleaner and more sustainable cities,” says José Eduardo Martins.
A specialist in Environmental Law and co-head of the same sector at Abreu, José Eduardo Martins has extensive experience in matters relating to the environment, energy and natural resources, including waste and water management, environmental licensing and public policy.
The 8th ENLU will take place from 8 to 10 September in Guimarães under the theme “[De]Constructing the Future”. Organised by ALU in partnership with the Municipality of Guimarães, the event forms part of the Guimarães European Green Capital 2026 programme and will bring together more than 40 speakers to discuss innovation, waste management, the environment and the challenges associated with developing more sustainable and competitive territories.
