Abreu Advogados authors Cartels 2025 Portugal chapter for Chambers

Armando Martins Ferreira, Inês Sequeira Mendes, and Margarida Calixto Kolmer are the authors of the Portugal chapter in the Cartels 2025 guide published by Chambers. They underline that tackling cartels remains a strategic priority for the Portuguese Competition Authority (AdC).

In 2024, the AdC maintained a robust enforcement record, notably investigating the health, tech, and public procurement sectors. Around €70 million in fines were imposed, particularly for bid-rigging and sales restrictions in tech.

Finally, the authors highlight the need to balance sustainability-driven corporate collaboration with competition law compliance, amidst a rise in collective redress actions and growing emphasis on corporate compliance.

In short, today’s environment demands a strategic approach to competition law compliance, with stronger internal controls, training, and cooperation with regulators in an increasingly complex legal and technical landscape.
