Sara Ferraz Mendonça writes about the new affordable rental regimes in Jornal Económico

Sara Ferraz Mendonça, principal associate in the Real Estate practice at Abreu Advogados, has authored an opinion article in Jornal Económico on the new legal instruments created to respond to the challenges facing Portugal’s rental market.

In the article, entitled “À renda” da mudança, the lawyer analyses the Rental Investment Agreement (CIA) and the Simplified Affordable Rental Regime (RSAA). These regimes aim to increase the supply of affordable housing, operating in distinct yet complementary market segments.

Sara Ferraz Mendonça notes that the RSAA, aimed at private landlords and small property companies, introduces significant simplification compared with the previous regime, providing for tax benefits and reducing the bureaucratic burden associated with affordable rental housing. The CIA, in turn, is aimed at property developers and institutional investors, and provides for a framework of tax incentives and legal stability mechanisms that are essential for long-term investment.
