Diogo Orvalho comments on the deadlock in labour law reform in Human Resources
Diogo Orvalho shared with Human Resources his analysis of the main obstacles that continue to hinder a consensus between the Government, the employers’ confederations and the UGT.
The lawyer points out that the version of the draft reform of labour legislation currently under discussion no longer corresponds to the proposal initially presented in July 2025, having undergone several changes throughout the negotiation process.
While acknowledging that there are areas in which positions have moved closer together, he highlights that particularly sensitive issues remain, which have emerged as genuine “red lines” for the social partners.
For the partner at Abreu Advogados, although it is difficult to predict the final outcome of this process, it is unlikely that labour legislation will remain unchanged.
