Ana Grosso Alves highlights transparency and innovation in Portugal’s Lobbying Law

Following the recent approval of the new Lobbying Law, which comes into force at the end of July and aims to introduce a transparency framework for interest representation activities, Ana Grosso Alves underscores the importance and challenges of this legal change within the Portuguese legal system.

In statements to Jornal Económico, she describes the new framework as “unique and absolutely innovative”, stressing that its entry into force represents a significant step in establishing clear rules for those engaged in interest representation activities before public bodies. She emphasises that lobbying now positions itself as an instrument of democratic participation, capable of promoting decisions that are “fairer, more transparent and more appropriate” for the different sectors of society.

The major challenge, notes the partner at Abreu Advogados, lies in the practical application of the law. “The way in which the law is implemented” will determine the legislator’s success in reshaping lobbying as a tool in the service of democracy.
