Rodrigo Formigal, João Diogo Barbosa, and António Kreiseler de Albuquerque are the authors of the chapter “Portugal: Trends and Developments” in the “Banking Regulation 2025” guide published by Chambers.

In their analysis, they note that while the banking sector has demonstrated resilience, well-thought-out strategies are necessary for 2025 due to a range of challenges and risks, including persistent inflation.

Within a context of banking sector stability, increased confidence is anticipated in the Portuguese market and in mergers and acquisitions (M&A) activity; there is expected to be a strong focus on digitalisation and artificial intelligence to improve services and compete with Fintech; and a rise in sustainable financial products, with banks incorporating ESG criteria into credit portfolios and investments, aligning with climate goals.

The lawyers also highlight the Regulation on Markets in Crypto-Assets, which will have significant impacts on operators and regulators in Portugal; diversification in funding sources; major investments in public works, such as the Lisbon-Porto high-speed railway and the expansion of hospitals; and the growing focus on renewable energy.
