Mozambique strengthens conditions to attract foreign investment
Diogo Pereira Duarte, partner at Abreu Advogados, and Karen Mimbir, trainee lawyer at JLA Advogados (Abreu’s partner firm in Mozambique), co-authored the article “Macroeconomic stabilisation and business environment reform”, published in the 2026 edition of Directório Moçambique, by the Portugal-Mozambique Chamber of Commerce (CCPM).
In the article, the authors highlight the convergence of macroeconomic, legislative and institutional developments which, in 2026, are helping to create a window of opportunity for foreign investment in Mozambique. The factors identified include the country’s removal from the FATF grey list, the approval of a new legislative framework for the extractive sector, stronger dialogue between the judiciary and the private sector, and ongoing negotiations for an International Monetary Fund support programme.
The article also pays particular attention to the new legislative framework for the extractive sector, which includes revisions to the Mining Law and Petroleum Law, as well as the approval of Mozambique’s first Local Content Law. According to the authors, these changes will have an impact both on existing contracts and on the structuring of new investments, including in relation to regulatory stability clauses and potential international arbitration risks.
