Government approves a new legal framework for electric mobility
At a meeting of the Council of Ministers on February 26, 2025, the Government approved the new Legal Framework on Electric Mobility (RJME), which will replace Decree-Law 39/2010 of April 26.
This regime aims to boost electric mobility, making it more accessible and flexible, promoting competition and price transparency, guaranteeing universal access to charging points, in a model that is aligned with the European network and oriented towards sustainability.
Main changes
- The end of the requirement for a single management platform, eliminating the need for a centralized structure for the network’s financial and energy flows, previously managed by the Electric Mobility Management Entity (currently MobiE).
- Introduction of mandatory acceptance by Charging Point Operators (CPO) of electronic means of payment, such as QR Code and bank card (for more than 50 kWh), ensuring clear identification of prices before charging, which will allow price comparisons.
- Implementation of mandatory competition mechanisms for the allocation of new charging points in concession and sub-concession areas.
- Elimination of the need for a prior contract with an electricity supplier, allowing any user to charge their vehicle at any available station.
- Standardization of energy metering units to facilitate price comparisons between different operators.
- The possibility of self-consumption at charging stations, encouraging the creation of energy communities and allowing bidirectional charging, making it possible to return energy from vehicles to the grid.
- Extinction of the Electric Mobility Marketer (CEME), eliminating an intermediary in the process and reducing costs for users.
- Allowing individual carbon bonds to be issued for charges made with entirely green electricity.
The law will be subject to a 30-day public consultation, starting on February 27.
