“Portugal is no longer attractive” for non-habitual residents, says Alexandra Courela

Alexandra Courela comments on the new tax regime for Non-Habitual Residents (NHR) in Portugal, in an article published by Iberian Lawyer. The co-coordinator of the Tax practice area at Abreu Advogados states that “Portugal is no longer attractive due to the significantly higher tax burden on pensions.”

The issue lies in the termination of the former programme and the implementation of a new set of measures, as the Government expressed concerns about issues related to tax inequality, real estate speculation, and high costs for the country.

According to the lawyer, the fact that income tax rates for individuals under this regime can reach 48%, with an additional 5% solidarity surcharge, may impact the dynamics of expatriate communities in Portugal, which have contributed to the country’s economic and cultural diversity.
