Call for expression of interest to participate in a competitive procedure for the development of power generation centers

It was published in the Official Gazette, No. 210/2023, 2nd Supplement, Series II, on October 30th, 2023, the Announcement No. 220-A/2023, in which a period of expression of interest is opened for participation in a tendering procurement aimed at the allocation of:

  • Reservation titles for injection capacity into the Public Service Electricity Grid (“Rede Elétrica de Serviço Público” – “RESP”) for primary wind power generation centers located on the ocean.
  • Titles for private use of the national maritime space.

The future tendering procurement will be based on the potential areas for the installation of offshore wind farms defined by the Allocation Plan for Offshore Renewable Energies (“Plano de Afetação para as Energias Renováveis OffshorePAER”), which is currently under public consultation. Specifically: Viana do Castelo Norte, Viana do Castelo Sul, Leixões, Figueira da Foz, Ericeira and Sines.

Expressions of interest must be submitted within 10 working days from the date of publication of the Announcement, concluding on November 14th.

Additionally, the expression of interest must be sent to the Directorate-General of Energy and Geology (“Direção-Geral de Energia e Geologia” – “DGEG”), [email protected], and must be accompanied by the elements listed in Annex I of the Announcement under review.

The expression of interest is non-binding and does not serve as a prerequisite for proceeding to the subsequent stages of the tendering procurement. Interest parties who formalize their expression of interest will be invited to participate in a dialogue phase with the aim of initiating a discussion regarding the options related to pre-qualification and bidding models.

This Announcement comes as part of both the National Energy and Climate Plan 2030 (“Plano Nacional de Energia e Clima 2030”), approved by the Normative Resolution of the Council of Ministers no. 53/2020 of 10 July, which sets a target of 2 GW for offshore wind technology, and the government’s public commitment to get Portugal to an installed offshore wind capacity of 10 GW by 2030. It is also relevant to mention that on October 24th, 2023, the European Commission presented the European Action Plan for Wind Energy, which set as its primary goal the increase of installed wind energy production capacity in the European Union to over 500 GW by 2030.
