Manuel de Andrade Neves

Manuel de Andrade Neves is a partner since 2001, having joined the firm in 1993. He is also the head of the Public and Environment practice area and the co-head of the Timor-Leste Desk. He is a pioneer in the field of environmental Law, working primarily on matters related to energy and natural resources.

Manuel has extensive experience in these areas, having worked in public procurement in the fields of environment, water and energy, as well as infrastructure, telecommunications, defence, new technologies and health, both nationally and internationally (Mozambique, Angola and East Timor).

He was the founder and director of Euronatura – Centre for Environmental Law and Sustainable Development, where he served as director and coordinator of the International Oceans and Rivers Programme.

Between 2002 and 2003, he held government positions, serving as Chief of Staff in the area of Spatial Planning and Nature Conservation.

He served on the Council of Europe and was also a member of the European Council for Environmental Law, later becoming a member of the Advisory Committee on the Basic Law on Soil, Land Use Planning and Urban Development, appointed by the Ministry of the Environment and Spatial Planning.

He is a guest lecturer at the Faculty of Law of Universidade Católica Portuguesa.

Experience

More than 20 years providing continuous legal advice to a multinational company that is a world leader in the field of renewable energies, coordinating all the legal and regulatory advice to this Client in Portugal, including participation in public tenders, the execution of major public works and the implementation of several power plants;

Advising the national leader in the telecommunications sector on matters relating to public procurement;

Advising port authorities;

Advising major international mining group on acquisition of mining activity in Portugal, with similar experience in Mozambique;

Advising a public authority on the drafting of the legal framework for the use of, and licensing of activities in the maritime space;

Advising several companies in the renewable energy sector on their implementation in Portugal, including the licensing and construction of several power plants (mini-hydro, solar photovoltaic, wind power and hybridizations);

Advising an important cultural institution on all matters related to public tenders;

Advising a multinational company in the liquefied gas sector on all matters relating to public procurement, particularly in the area of healthcare;

Advising a multinational company on the sourcing and supply of equipment in the area of Defence;

Advising major companies in the transport sector.
