Luís Fábrica is an Of Counsel and has been at Abreu Advogados since 2012 working primarily in the areas of Administrative Law, Environmental Law and Banking Law.

He participates in tender processes in the area of public procurement as well as in the corresponding pre-contractual and contractual litigation. He has experience in preparing concession agreements, including in the framework of foreign jurisdictions, specifically in the area of hydrocarbons law. He has participated in important cases within the context of banking regulation and supervision, opposing public authority measures. He focuses particularly on administrative dispute cases and taxation dispute cases.

He chaired the Commission for the Review of Contracts, Careers and Remuneration of the Civil Service, which prepared the reform of the current legislation on public employment. He has drafted relevant legislation in the areas of urban planning and mineral resources. He has also been regularly involved in arbitration and in the preparation of legal opinions.

He was a member of the Higher Council of Administrative and Fiscal Courts. He is a professor at Universidade Católica Portuguesa (Portuguese Catholic University), where he teaches Administrative Law and Administrative Litigation, as well as Masters Courses in Public Contracts. He regularly publishes scientific articles in the area of Public Law.

Luís Fábrica is a Commander of the Portuguese Military Order of Christ.

Advising a consortium of banks in financing one of the world's largest energy projects under way;

Advising a group of investors in challenging bank resolution measures;

Advising the Government in the natural gas project, participating in the preparation of the respective legislative framework;

Designing, at the request of the Government, two public-private partnerships in the area of justice infrastructures;

Advising a sports corporation in an important case in the area of competition;

Advising a concession-holder, in the transport sector, in various disputes in the area of public tenders and the implementation of contracts;

Advising a corporate group in the renewable energy sector in its relationship with the Government, in particular in relation to tariffs and administrative authorizations;

Advising a banking group on regulatory and supervisory matters;

Preparing, at the request of the Government, draft legislation in the area of urban planning and building, as well as geological resources;

Advising foreign governmental entities in public infrastructure projects;

Member of arbitration courts in disputes relating to public works and public service concession contracts.
