Guilherme Mata da Silva is an associated partner and has been with Abreu Advogados since 2022, working mainly in the areas of public and environmental law, with a special focus on environment, energy and transport.

Guilherme intervenes in matters related to permitting of activities, environmental impact assessment, public water supply and wastewater sanitation systems, waste, environmental compliance, due diligence in the context of company acquisition operations, and other areas of public law.

He advises national and foreign companies and public entities at the of central and local government level on their activity in Portugal in the areas of renewable energy, water resources management, waste management, road and maritime transport, as well as on the adoption of environmental responsibility measures and emissions trading.

He has worked in the public sector, having been advisor to the Secretary of State for Transport between 2009 and 2011, and advisor to the Secretary of State for the Environment between 2020 and 2022. He was also a member of the board at the Portuguese Maritime Administration (Instituto Portuário e dos Transportes Marítimos, I. P. / IPTM) between 2011 and 2014, overseeing the departments responsible for infrastructure and environment, legal services, and economic regulation.

Guest speaker at the Faculdade de Ciências Sociais e Humanas da Universidade Nova de Lisboa as part of the TrainMoS II post-graduate program (European Commission), where he was responsible for the seminars on current and new energy trends, evolution of energy consumption in the transport sector, European energy and transport policy and the trans-European transport network and its relationship with LNG.


Assistance in projects financed by the World Bank in Cape Verde in the fields of maritime and road transport, including for the Government of Cape Verde, the Directorate General of Road Transport, and the Cape Verde Port Authority (Empresa Nacional de Administração dos Portos, S. A. - ENAPOR).

Advice on projects in the field of transport for the Autonomous Region of Madeira, and for various Portuguese municipalities and associations of municipalities.

General legal advice in support of policy decisions, with emphasis on monitoring issues related to water resources, public waterways domain, special planning programs, public water supply and urban wastewater sanitation systems.

Coordination of legislative procedures, including technical and legal discussion of legislative drafts with public services and public companies, as well as other Government cabinets.

Oversight of studies, projects and maritime public works contracts, management of areas under port jurisdiction, and management of the relationship with stakeholders of the port community, coordination of the internal legal services of the maritime administration and of matters involving the economic regulation of maritime transport and the maritime and port sector.
