Guilherme Mata da Silva is an Associated Partner and has been with Abreu Advogados since 2022, working mainly in the areas of public and environmental law, with a special focus on environment, energy and transport.
Guilherme intervenes in matters related to permitting of activities, environmental impact assessment, public water supply and wastewater treatment systems, waste, environmental compliance, due diligence in the context of M&A operations, and other areas of public law.
He advises national and foreign companies, as well as public entities in the central and local government sectors, in their activity in Portugal in the areas of renewable energy, water resources management, waste management, road and maritime transport, as well as on the adoption of environmental responsibility measures and emissions trading.
He has worked in the public sector, having been advisor to the Secretary of State for Transport between 2009 and 2011, and advisor to the Secretary of State for the Environment between 2020 and 2022. He was also a member of the board at the Portuguese Maritime Administration (Instituto Portuário e dos Transportes Marítimos, I. P. / IPTM) between 2011 and 2014, overseeing the departments responsible for infrastructure and environment, legal services, and economic regulation.
Guest speaker at the Faculdade de Ciências Sociais e Humanas da Universidade Nova de Lisboa as part of the TrainMoS II post-graduate program (European Commission), where he was responsible for the seminars on current and new energy trends, evolution of energy consumption in the transport sector, European energy and transport policy and the trans-European transport network and its relationship with LNG.
