Guilherme Mata da Silva is an Associated Partner and has been with Abreu Advogados since 2022, working mainly in the areas of public and environmental law, with a special focus on environment, energy and transport.

Guilherme intervenes in matters related to permitting of activities, environmental impact assessment, public water supply and wastewater treatment systems, waste, environmental compliance, due diligence in the context of M&A operations, and other areas of public law.

He advises national and foreign companies, as well as public entities in the central and local government sectors, in their activity in Portugal in the areas of renewable energy, water resources management, waste management, road and maritime transport, as well as on the adoption of environmental responsibility measures and emissions trading.

He has worked in the public sector, having been advisor to the Secretary of State for Transport between 2009 and 2011, and advisor to the Secretary of State for the Environment between 2020 and 2022. He was also a member of the board at the Portuguese Maritime Administration (Instituto Portuário e dos Transportes Marítimos, I. P. / IPTM) between 2011 and 2014, overseeing the departments responsible for infrastructure and environment, legal services, and economic regulation.

Guest speaker at the Faculdade de Ciências Sociais e Humanas da Universidade Nova de Lisboa as part of the TrainMoS II post-graduate program (European Commission), where he was responsible for the seminars on current and new energy trends, evolution of energy consumption in the transport sector, European energy and transport policy and the trans-European transport network and its relationship with LNG.

Experience

Advice to corporate clients, particularly in matters related to environmental impact assessment, urban and regional planning, water resources, waste and regulatory issues;

Advising energy generators and major energy consumers;

Advice to companies in the water supply and wastewater treatment sectors;

Advice to companies and managing entities of specific streams in the waste sector;

Advice on the preparation of action plans for the development of structured projects (agricultural, tourism, etc.) in large estates;

Advising a multinational group in the food and non-food retail sector on entering the Portuguese market;

Advisory to the Cape Verde Government, Public Administration entities and public companies on projects financed by the World Bank in the fields of maritime and road transport;

Assistance in drafting a strategic transport plan for the Autonomous Region of Madeira;

Advising transport authorities on the procurement of public road passenger transport services;

Monitoring of the Government's legislative process as advisor to members of the Government;

Oversight of studies, projects and public works in the maritime and port sectors, management of areas in the public domain, and of the relationship with stakeholders in the port community, coordination of legal services and matters of economic regulation as a member of the Board of Directors of a public institute.
