Imisi de Almeida and Lisa Neves analyse the investment environment in Angola

Lawyers Imisi de Almeida and Lisa Neves have authored an opinion article published in the Angolan newspaper Expansão, in which they analyse recent developments in Angola’s legal and economic framework and their impact on attracting private investment.

In the article, the authors highlight a set of reforms and legislative initiatives that have been strengthening the role of the private sector in strategic areas of the Angolan economy. Among the developments analysed is the amendment to the General Electricity Law, which now allows the concession of the National Electricity Transmission Network and interconnections to be granted to public or private entities, subject to specific regulation.

The authors also examine other relevant developments in sectors such as finance, mining, tourism and telecommunications, including privatisation processes and initiatives aimed at promoting greater openness to investment and the participation of private operators.

The article further addresses several fiscal measures set out in the 2026 State Budget, which may have a potential impact on the business environment, including changes related to the taxation of employment income, the taxation of capital income and the VAT regime applicable to certain industrial equipment.
