“More regulation does not necessarily mean less innovation”

Catarina Mascarenhas was a guest at the 34th Digital Business Congress of APDC – Digital Business Community, where she spoke on “The Critical Need for Innovation in Responding to Regulatory and Business Challenges” alongside João Jorge from Kyndryl.

The discussion addressed the importance of bringing research centres closer to businesses, highlighting the role of the European Union in this effort. Unlike the United States or China, the European industrial structure invests less in research and innovation, which has limited the development of truly disruptive technologies.

When asked whether the current European regulatory framework – marked by a proliferation of digital and resilience-related legislation – could pose a barrier to innovation, the of counsel from Abreu Advogados acknowledged that the tension between regulation and innovation is not a new issue.

Although regulation is often cited as one of the reasons for the lower presence of leading tech companies in Europe, compared to the US or China, Catarina Mascarenhas argues that the issue is more closely linked to the culture of innovation than to an excess of rules.

This congress brought together leaders from some of the most relevant companies in the tech sector for a series of short and informal discussions. The edition, now available on the Association’s YouTube channel, focuses on the major themes shaping the present and future of the digital economy.

Cybersecurity, artificial intelligence, transformation in public services, defence, energy, and health are some of the key topics highlighted in this set of conversations.
