José Eduardo Martins is a non-executive member of the Board of Directors of Abreu Advogados. Partner since 2005, he works primarily in the areas of Environmental, Commercial, and Real Estate Law and is one of the most vastly experienced Portuguese lawyers in the areas of environment, energy and natural resources.

José Eduardo Martins’ main focus of practice is Public Law, in matters related to industrial and environmental licensing, electricity production, emission and transaction of carbon permits, environmental asset accounting, water management and waste management.

José Eduardo also has an extensive experience in the public sector, having been Secretary of State for the Environment in the XV Portuguese Constitutional Government, from 2002 to 2004, and a Member of the Portuguese Parliament from 1999 to 2012.

In 2021, José Eduardo was appointed President of the Environment and Energy Commission of the International Chamber of Commerce Portugal (ICC Portugal).

He is co-coordinator of the Cape Verde Desk.

Experience

Advising on multiple environmental licensing and closing/decontaminating proceedings of industrial plants;

Advising waste management entities on licensing proceedings for waste management systems for packaging and electric and electronic equipment, and general monitoring of the entity’s activities;

Monitoring and advisory services for renewable energy projects, in the areas of wind, solar, offshore and waste to energy;

Assistance in several EIA projects and licensing of agricultural activity;

Renegotiation and restoring financial balance for municipal water and waste concessions;

Legal advice to the entity responsible for the execution of the PPAs (power purchase agreements) in force in Portugal;

Advising the government of Cape Verde on the National Waste Management Plan;

Legal assistance in various privatization processes and to representatives of the Angolan government in issuing carbon licenses;

Collaboration in the preparation of the roadmap for carbon sustainability in Sao Tome and Principe;

Advising a Consortium of Portuguese companies on the first end to waste project in Portugal;

Comprehensive legal advice to waste management operators;

Comprehensive legal advice to water management operators.
