Leonor Ribeiro e Sousa is an associate lawyer and has been at Abreu Advogados since 2024, working primarily on Public and Environmental Law matters.
Her practice focuses primarily on the energy and environmental sectors, advising on the regulatory, contractual and licensing aspects of projects and transactions, with a particular emphasis on renewable energy.
She advises on the development of real estate and infrastructure projects, from the licensing stage through to implementation, as well as on the structuring and negotiation of the contracts required for their delivery, including in relation to power generation, biogas and biomethane projects.
She also has experience in administrative litigation and administrative offence proceedings, as well as in conducting legal reviews of assets and companies in connection with corporate and asset acquisitions in the environmental, energy and real estate sectors.
Her practice also encompasses public procurement, advising contracting authorities and economic operators throughout the various stages of procurement procedures and during the performance of the resulting contracts. She also closely monitors legislative and regulatory developments across the sectors in which she operates.
Experience

Advising domestic and international energy companies on regulatory matters and licensing procedures for renewable energy projects;

Negotiating, drafting and reviewing engineering, procurement and construction (EPC), operation and maintenance (O&M), and supply agreements relating to energy and infrastructure projects, including power generation facilities and biogas and biomethane production plants;

Advising economic operators on waste management, extended producer responsibility, environmental and industrial licensing, and other environmental protection regimes;

Assisting with planning and development control procedures relating to residential, tourism, commercial and industrial developments;

Conducting legal due diligence in the areas of planning and spatial planning, environmental law and regulatory law in connection with share and asset acquisitions;

Secondment to a multinational retail company, with a particular focus on regulatory matters, waste management, planning and real estate;

Advising on pre-litigation matters, administrative litigation and administrative offence proceedings relating to environmental, energy, planning and regulatory law;

Advising economic operators and contracting authorities on public procurement procedures, as well as on the performance of the resulting contracts.
