Manuel de Andrade Neves and Filipa Calheiros Ferraz consider the regulatory framework in Portugal to be just the “starting point” for achieving carbon neutrality

Manuel de Andrade Neves and Filipa Calheiros Ferraz argue that achieving carbon neutrality by 2050 — one of the goals Portugal has committed to in the fight against climate change — requires a joint and conscious effort from all of society, considering the current legal framework to be just a “starting point”.

In statements to ECO, the lawyers highlight the importance of implementing measures outlined in the Climate Framework Law, such as the creation of the Council for Climate Action, which has not yet been carried out by the State. They also stress the need for public funding of business projects aimed at climate transition, as well as investment in infrastructure, technological innovation, renewable energy production, and green mobility.
