Bruno Azevedo Rodrigues argues that legislative stability is essential to enable energy projects
Bruno Azevedo Rodrigues highlighted the importance of regulatory predictability in the energy sector, emphasising that “long-term legislative stability is fundamental to project financing.” The Abreu Advogados partner made this point during his participation in the panel “Sector legislation – from theory to practice”, held as part of the Portugal Renewable Energy Summit 2025.
Bruno Azevedo Rodrigues further noted that “the increase in the sector’s level of confidence fundamentally depends on the empowerment of public bodies, their guidance and policy direction, and on a reform of the justice system,” stressing also that “the instrumentalisation of the justice system hinders political and executive decision-making and puts projects at risk.”
The event, organised by the Portuguese Renewable Energy Association and bringing together representatives from the public, private and governmental sectors, underlined the urgency of a stable legislative and institutional framework to ensure compliance with the targets set out in the National Energy and Climate Plan 2030. Among the key conclusions was the need to strengthen administrative efficiency and ensure a swift justice system — essential conditions for consolidating investment in renewable energy and promoting a sustainable and competitive energy transition.
