The European Commission is expected to present the Fair Labour Mobility Package on 15 September, a set of initiatives aimed at strengthening labour mobility across the European Union by facilitating the movement of workers and ensuring more effective enforcement of European labour market rules.

According to the Commission’s work programme, the package is expected to include three main initiatives: a proposal for a European Social Security Pass; measures to strengthen the role of the European Labour Authority (ELA); and a Skills Portability Initiative.

The European Social Security Pass is intended to simplify the verification of mobile workers’ social security entitlements, promoting faster processes for European citizens, businesses and public administrations. At the same time, the initiative is expected to reduce the administrative burden associated with cross-border labour mobility.

The proposed strengthening of the European Labour Authority is intended to provide the body with additional tools to support cooperation between Member States, improve the enforcement of European labour mobility rules and step up efforts to tackle undeclared work and other abusive practices.

The Skills Portability Initiative, in turn, is expected to facilitate the recognition and value of qualifications and skills acquired by workers, contributing to greater professional mobility and a better match between labour supply and demand within the single market.

The Fair Labour Mobility Package forms part of the European Commission’s strategy to deepen the social dimension of the single market, seeking to reconcile the free movement of workers with the effective protection of their rights and a level playing field for businesses.
