Catarina Pereira Gomes is a Senior Associate Lawyer and has been with Abreu Advogados since 2024, working mainly in the areas of Public Law, in the areas of Administrative Law, and Public Procurement Law.

She is particularly involved in matters relating to administrative procedures, namely pre-litigation procedures, contract enforcement, administrative challenges, and administrative litigation, including pre-contractual litigation.

She has experience advising public bodies (municipalities, hospitals, cultural centres, entities in the energy, water, and tourism sectors, and universities) and private bodies (food and wine, waste, construction, and energy sectors).

She drafts municipal regulations on investment incentives (legalisation), expropriations, and public incentives.

Experience

Advising a company in the agri-food sector on an unfavourable administrative decision relating to irrigation;

Advising an educational establishment on the implementation of a public procurement system;

Advising a hospital centre on pre-contractual litigation;

Advising a group of organisations in the culture and heritage conservation sector on the implementation of the PRR – Recovery and Resilience Plan, (cross-cutting advice on public procurement for the acquisition of project services, project review, supervision and works);

Advising a multinational company in the energy sector within the scope of the competitive procedure for the allocation of reserve capacity for the injection into the Public Service Electricity Grid of electricity produced exclusively from renewable energy source(s) in an electro-producing centre;
