Luís Fábrica

Luís Fábrica is an Of Counsel and has been at Abreu Advogados since 2012 working primarily in the areas of Administrative Law, Environmental Law and Banking Law.

He participates in tender processes in the area of public procurement as well as in the corresponding pre-contractual and contractual litigation. He has experience in preparing concession agreements, including in the framework of foreign jurisdictions, specifically in the area of hydrocarbons law. He has participated in important cases within the context of banking regulation and supervision, opposing public authority measures. He focuses particularly on administrative dispute cases and taxation dispute cases.

He created significant draft legislative diplomas in the areas of urban planning and mineral resources and regularly intervenes in the drafting of legal opinions and arbitration proceedings, especially within the context of CAAD – Administrative Arbitration Center. He chaired over the Commission for the Revision of Contracts, Careers and Remuneration of the Civil Service and prepared the legislative reforms on matters of public employment.

He is a member of the Higher Council of Administrative and Fiscal Courts and has published several works in the area of public law.
