Luís Fábrica is an Of Counsel and has been at Abreu Advogados since 2012 working primarily in the areas of Administrative Law, Environmental Law and Banking Law.

He participates in tender processes in the area of public procurement as well as in the corresponding pre-contractual and contractual litigation. He has experience in preparing concession agreements, including in the framework of foreign jurisdictions, specifically in the area of hydrocarbons law. He has participated in important cases within the context of banking regulation and supervision, opposing public authority measures. He focuses particularly on administrative dispute cases and taxation dispute cases.

He created significant draft legislative diplomas in the areas of urban planning and mineral resources and regularly intervenes in the drafting of legal opinions and arbitration proceedings, especially within the context of CAAD – Administrative Arbitration Center. He chaired over the Commission for the Revision of Contracts, Careers and Remuneration of the Civil Service and prepared the legislative reforms on matters of public employment.

He is a member of the Higher Council of Administrative and Fiscal Courts and has published several works in the area of public law.

Advising a group of investors on the opposition to a resolution decision in the banking sector.

Advising groups of investors on the opposition of banking supervisory measures.

Advising the Government on the natural gas project, participating in the drafting of the respective legislative framework.

Establishing, at the request of the government, two public private partnerships in the area of the justice infrastructure.

Advising a sports limited company on a significant case in the area of competition.

Advising a concessionaire entity in the transportation sector on a number of litigations in the context of public tenders and fulfilment of contracts.

Advising a business group in the renewable energy sector in the context of their relationship with the Government, specifically regarding rates and administrative authorizations.

Member of an arbitral tribunal relating to a dispute regarding public works contracts between a French multinational company and a Portuguese business group.

Drafting, at the request of the government, draft legislation in the area of urban planning and building and geological resources.
