Raquel Barroso joined Abreu Advogados in 2017, working mainly in the areas of Public Law, in the aspects of General Administrative Law, Environment, Water Resources and Waste, and Misdemeanour Law.

In the area of public law, she is particularly involved in matters relating to all aspects of environmental, industrial and commercial licensing procedures, waste management operations and soil decontamination, use of water resources, environmental impact assessment, climate change and emissions trading, environmental liability and atmospheric emissions.

Internationally, she provides legal assistance in Portuguese cooperation projects, particularly in the design and conception of legislative instruments and regulations for the governments of Portuguese-speaking African countries.

She has a sustained practice in providing legal advice related to the installation and operation of tourist resorts.

She has also been particularly involved in the drafting and discussion of draft amendments to legislation on radiological protection.

In the areas of Criminal Law and Administrative Offences, she provides advice on compliance matters and environmental administrative offences (administrative and litigation phases), as well as representation in matters of criminal protection of legal persons and environmental crimes.

Experience

Representation in multiple lawsuits for environmental administrative offence liability;

Advice on setting up an association of waste management operators in landfills and ongoing assistance with the challenges facing the sector;

Advice on obtaining and renewing waste management operating licenses;

Legal assistance to companies on environmental issues related to their activities, namely in the EIA procedure and obtaining an environmental license;

Legal assistance in relation to the settlement of TGR of various operators in the sector;

Advisory on licensing procedures for hydraulic infrastructures in REN;

Advising on carbon sustainability projects for the islands of São Tomé and Príncipe, including assistance in the discussion and drafting of new environmental legislation;

Assistance to multinational companies in managing soil and groundwater contamination in industrial areas, including surveying and risk assessment related to possible liability for environmental damage;

Advice on implementation of compliance programmes and due diligence, as well as preparation of internal regulations, within the scope of M&A deals and in the prevention of criminal risks;

Monitoring of licensing procedures in the pharmaceutical and cosmetic industries.
