Tiago Leote Cravo is a Professional Partner and has been at Abreu Advogados since 2020, exercising his activity in several areas of the Law, with emphasis on Litigation & Arbitration and Public Law.

He has a solid professional experience, approximately 18 years, during which he has assisted Clients with distinct profiles and needs, such as small, medium or large companies, Private Clients, including public entities, such as public institutes and municipalities.

His experience has been enriched by the significate legal encompassment, resulting from the wide range of matters in his diverse areas of expertise and by an acute socio-economic insight directly related to the contact with diversified sectorial and institutional realities.

In the area of public law, he has advised clients on various specialized areas, such as public procurement, public-private partnerships, concessions, works contracts, prior approval procedures before the Court of Auditors, regulatory issues, administrative offence proceedings, the environment, energy, the civil service labour regime, cultural heritage, administrative litigation and general administrative proceedings.

In the litigation area, in addition to his experience in cases of great technical complexity, it should be highlighted his intervention in all essential procedural stages, from the pre-litigation stage, with the rigorous definition of strategic aspects, to the judicial stage with the monitoring of all the corresponding procedural stages, including the drafting of appeals to higher courts. In this field, it should also be highlighted the role he has played as an arbitrator, which has allowed him to achieve a global vision of the interests at stake in a dispute.

Administrative Law, Portugal (2020-2022)

Work Experience

Day-to-day advising of a large concessionaire in the energy sector, with contract reviews and preparation of legal analyses on different public procurement matters, namely contractual breaches, application of contractual penalties, restoration of contractual balance, change of circumstances, price reviews, among other aspects;

Advising an international electrical and electromechanical company in major public procurement procedures, including pre-contractual phase and subsequent execution phase;

Representing a public service concessionaire in international arbitration proceedings involving a multiplicity of aspects relating to breach of contract and regulatory aspects of different jurisdictions;

Advising different national companies on their participation in RRP (Recovery and Resilience Plan) proceedings, with extensive analysis of the applicable national and international regulatory framework, as well as support in preparing the respective applications;

Representing an investment fund in legal proceedings contemplating several relevant urban planning issues within the scope of a complex procedure for the constitution of an execution unit;

Advising public sector companies mainly in merger projects involving specificities of the public sector;

Representation of various clients in pre-contract litigation proceedings and with relevant issues under discussion (e.g. non-essential formal irregularities, illegal exclusions of bids, illegal award criteria, etc.);

Advising a public entity in the full implementation of public transport service, including the necessary regulatory activity and the public transport service contracting procedures;

Advising one of the world's largest technology companies on a contract to be signed with a Portuguese public company, for the provision of highly specialized services for monitoring results on the internet.
