Elisa Pereira has been working in Timor-Leste since February 2014 and is local partner since 2017 at the Abreu e C&C Advogados office in Timor-Leste, where she provides legal advice to a wide portfolio of clients who invest in the jurisdiction in various sectors and manages the office in liaison with partners based in Lisbon and Macao.

She is expert in M&A, corporate, labor law, taxation and public law, as well as intellectual property. Her professional career gave her skills in sectors of vital importance for the development of the economy in Timor-Leste, such as construction, aviation, telecommunications, banking, or insurance.

She had been enrolled in the Timor-Leste’s Legal Profession Management and Discipline Council since February 2014.

Advising a company in the telecommunications sector on the possible sale of the majority of its participations in the largest telecommunications provider in the country.

Advising international companies on the incorporation of local companies operating in construction, engineering, aviation, maritime transportation, heavy equipment, restaurant, consulting, pharmaceutical and others.

Advising a national construction company on labour mediations and hierarchical appeals related to undue collection of amounts owed for the importation of goods by the Customs Authority.

Advising a global leader of digital security, responsible for issuing Electronic Passports in the country.

Advising a multinational Japanese company providing banking and financial services on the preparation of legal opinions regarding the legal system of Timor-Leste.

Advising some of the largest non-profit organizations operating in Timor-Leste and participating in large-scale projects with the Government of Timor-Leste on the preparation of legislative diplomas, including the Rules of the Land-Use Planning for Ataúro Island and the Decree-Law approving the plan’s general rules and the Government Decree.
